      The problem is occurring since you have not installed the latest DirectX software. Uninstall the game and reinstall the game with latest DirectX software. DirectX is a free software so you can download it from their official website

      Follow these steps:
      1. Create a text document named "commandline.txt"
      2. Add these phrases: "-noprecache" "-nomemrestrict" "-norestrictions" "-percentvidmem 100" "-availablevidmem 1.0" (Note: you may increase number to 2.0, 3.0 etc.)
      3. Save the document and place it in your core GTA IV folder.
      (Default location:/Grand Theft Auto IV/ GTAIV)
      Note: when entering "phrases" press enter after each one, and use no quotations.

      This can be an issue when the Visual Studio C++ redistributable and/or Microsoft .NET Framework 3.5 was not installed properly.

      To solve the issue, please complete the following steps:

      Locate and execute the Microsoft .NET Framework 3.5 installed vcredist_x86.exe from your installation directory:
      #1: (Default E:\GTAIV\Redistributable\)
      or #2 (Default C:\Grand Theft Auto IV\Installers\)

      Once complete, download and install the latest version of Microsoft .NET Framework 3.5.

      Right click on the corrupt / damaged WinRAR file and choose “Extract files” options
      Tick on “Keep Broken Files” check box under Miscellaneous tab
      Choose the folder where you want to save the extracted files and click “Ok” button
      And while the extraction process if any CRC error pops up. Simply click “Close”

      Nevertheless, if both this method fails in extracting the contents from your WinRAR files; then you need to download and use powerful WinRAR repair software such as Remo Repair that can extract incomplete RAR file, fix checksum error in RAR extraction, and all other errors related to RAR file extraction.

      Press ALT + R in the Winrar program. This command will open a Repair Prompt. You can go step by step. It will fix the fault.
